National Consultant – Provincial Youth Policy Review & Development

About the role

The United Nations Population Fund (UNFPA) seeks a National Consultant to provide technical support for reviewing and finalising the draft Provincial Youth Policy in Sudurpashchim Province, Nepal. The role involves aligning the policy with national frameworks, the ICPD30+ agenda, and ensuring youth voices are central.

Key responsibilities

• Conduct a desk review of the draft policy against the National Youth Policy, provincial plans, and relevant government priorities.
• Design and facilitate two stakeholder consultation workshops, engaging provincial officials, the Provincial Youth Council, youth leaders, and civil society.
• Capture, analyse, and integrate feedback into a revised policy draft, ensuring alignment with Leaving No One Behind principles and the ICPD30+ agenda.
• Prepare a final, technically sound policy document and a knowledge‑transfer note for hand‑over to MoSD.

Required profile

• Master’s degree in public policy, law, social science, gender or related field.
• Minimum 5 years of experience supporting government policy or law formulation at federal or provincial level.
• Demonstrated expertise in youth empowerment, SRHR, and gender equality within Nepal.
• Proven ability to facilitate high‑level policy dialogues and stakeholder workshops.

Required skills

• Proficiency in MS Word, Excel and PowerPoint.
• Strong analytical skills for synthesising complex stakeholder feedback.
