Government Tender & Pre‑Qualification Manager

About the role

The Manager – Government Tender & Pre‑Qualification will lead Hulas Infra’s efforts to secure public sector projects. Based in Kathmandu, this full‑time position oversees the end‑to‑end tendering cycle, from identifying opportunities to submitting compliant bids. The role requires close collaboration with technical, financial and compliance teams to ensure high‑quality proposals.

Key responsibilities

• Identify relevant government tenders and monitor tender portals for new opportunities.
• Review eligibility criteria and prepare pre‑qualification documentation.
• Coordinate with internal departments to gather technical, financial and compliance information for each bid.
• Draft, review and submit complete tender packages within strict deadlines.
• Maintain a central repository of tender and pre‑qualification documents and track submission timelines.
• Build and maintain relationships with government agencies and stay updated on procurement regulations.

Required profile

• Proven experience in government tender management, bid preparation or pre‑qualification within construction or infrastructure.
• Strong documentation, compliance review and contract interpretation skills with high attention to detail.
• Ability to analyse tender requirements and develop cost‑technical proposals in coordination with cross‑functional teams.
• Solid understanding of Nepal’s public procurement procedures and related regulations.
• Bachelor’s degree in Civil Engineering, Business, Management or a related field; advanced degrees or certifications are a plus.

Required skills

• Proficiency in MS Office (Word, Excel, PowerPoint).
• Familiarity with online tender portals and digital document‑management systems.
• Excellent organisational and time‑management abilities to handle multiple bids simultaneously.
