National Consultant for Provincial Youth Policy Review and Development

About the role

The United Nations Population Fund (UNFPA) seeks a National Consultant to provide technical support for reviewing and finalising the Provincial Youth Policy in Sudurpashchim Province, Nepal. The role involves policy analysis, stakeholder consultations and alignment with national and international frameworks.

Key responsibilities

• Conduct a desk review of the draft Provincial Youth Policy against the National Youth Policy, provincial plans and gender equality priorities.
• Design and facilitate two stakeholder consultation workshops, engaging the Ministry of Social Development, Provincial Youth Council, youth leaders and civil society.
• Capture and integrate feedback, prepare policy gap analysis, and produce a final draft ready for submission.
• Provide regular progress updates to MoSD and the UNFPA Provincial Office.

Required profile

• Master’s degree in public policy, law, social science, gender or related field.
• Minimum 5 years of experience supporting government policy formulation at federal or provincial level.
• Demonstrated expertise in youth empowerment, SRHR and gender equality within Nepal.
• Strong analytical ability to synthesize stakeholder input into coherent policy language.

Required skills

• Proficiency in MS Word, Excel and PowerPoint.
• Experience in facilitating high‑level policy dialogues and workshops.
