National Consultant – SRHR Monitoring Tool Development for NHRC

About the role

The consultant will provide technical support to the National Human Rights Commission (NHRC) to design and institutionalize a rights‑based monitoring checklist for sexual and reproductive health and rights (SRHR) in Nepal. The work will align the tool with Nepal’s constitutional guarantees, national legislation, and international human‑rights commitments.

Key responsibilities

• Conduct an inception meeting with UNFPA and NHRC to define scope, methodology and deliverables.
• Review Nepal’s constitutional provisions, the Safe Motherhood and Reproductive Health Rights Act, the NHRC Act and other relevant GBV/SRHR legislation.
• Analyse international instruments such as CEDAW, the ICPD Programme of Action, UPR recommendations and the APF/Amman Declaration.
• Prepare an inception note outlining the structure, domains and indicator framework for the monitoring checklist.
• Develop a standardized, rights‑based SRHR monitoring checklist, integrating the AAAQ (Availability, Accessibility, Acceptability, Quality) framework.
• Design clear, measurable indicators and a user‑friendly format suitable for field investigations and documentation of violations.
• Facilitate consultation meetings with NHRC commissioners and officials to validate draft versions and incorporate feedback.
