National Project Officer (Shelter)

About the role

The National Project Officer (Shelter) will support IOM’s emergency shelter and settlement programme in Nepal following the August 2026 floods. Reporting to the Head of the MECR department and under the Chief of Mission, the officer will ensure technical quality and coordination of shelter interventions across affected districts.

Key responsibilities

• Lead technical implementation and quality assurance of shelter and settlement activities at field level.
• Conduct assessments of damaged houses, emergency shelter needs and suitability of temporary settlement sites.
• Provide technical guidance to engineers, district coordinators and communities on shelter construction, repair and self‑recovery solutions.
• Coordinate with local governments on site planning, land use and implementation requirements.
• Monitor progress, troubleshoot issues and prepare weekly technical reports for the MECR department.
• Organise community consultations, trainings and coordination meetings, and facilitate travel and communication for project staff.

Required profile

• Bachelor’s degree in development studies, disaster management, social sciences or a related field.
• Minimum two years of professional experience in humanitarian settings, preferably with field‑based shelter programmes.
• Experience in administrative and operational support, including document management and familiarity with procurement and financial procedures.
• Fluency in written and spoken English and Nepali.
• Ability to work independently under pressure, travel frequently and work weekends or overtime as needed.

Required skills

• Proficiency in Microsoft Word, Excel and PowerPoint.
• Experience with project management tools.
• Knowledge of AutoCAD, 3D Sketch and GIS for shelter design and site analysis.
• Strong data quality assurance and reporting capabilities.
