Digitalisation Expert – Tax Administration (Fixed‑Term, Nepal)

About the role

Oxford Policy Management is seeking a Nepal‑based Digitalisation Expert on a fixed‑term contract to support the Government of Nepal in modernising tax administration and related public‑sector systems. The role will provide technical advice, oversee implementation of digital solutions, and build capacity within the Inland Revenue Department.

Key responsibilities

• Support procurement and evaluation of core tax software solutions.
• Advise on international tendering processes for tax administration systems.
• Supervise customisation of off‑the‑shelf tax software and development of new modules.
• Ensure quality assurance of procured, customised, and newly developed tax systems.
• Assist in developing the e‑Taxation Master Plan.
• Conduct feasibility assessments for data warehouses, data mining and advanced analytics solutions.
• Support digitalisation of tax audit functions and taxpayer services.
• Lead change management and rollout of new tax systems and digital solutions.
• Build capacity of Inland Revenue Department staff in digital transformation initiatives.

Required profile

• Master’s degree in Information Technology, Information Systems, Computer Science, Digital Governance, Management Information Systems or a related field.
• Excellent written and spoken English.
• At least 10 years of professional experience in public‑sector advisory and capacity development.
• Minimum 10 years of specialised experience in digitalisation of government services.
• Proven experience with tax IT systems, e‑governance, enterprise software procurement and digital transformation programmes.
• Demonstrated experience in software quality assurance, systems integration, change management and implementation support.
• Experience on tax administration or public‑sector digitalisation projects is an advantage.
