School Readiness Assessment Consultant

About the role

UNICEF is seeking a School Readiness Assessment Consultant to provide technical back‑stopping for the Education Review Office (ERO) throughout the full assessment cycle. The consultant will work remotely while supporting teams based in Kathmandu.

Key responsibilities

• Review and refine the assessment framework and tools.
• Design sampling methodology and develop assessment protocols and manuals.
• Train assessors and supervisors, and conduct pilot testing when required.
• Oversee data collection, quality assurance, data management and statistical analysis.
• Write and disseminate assessment reports and strengthen the capacity of ERO staff.

Required profile

• Master’s degree in Education, Statistics, Data Science or a related field.
• At least 10 years of professional experience in sampling, large‑scale education assessments or quantitative social‑science research.
• Proven experience designing and implementing national‑level education surveys or learning assessments.
• Demonstrated report‑writing expertise (provide links to previous reports).
• Familiarity with early childhood/primary education and, preferably, Nepal’s education system.

Required skills

• Advanced proficiency in R (or compatible statistical software).
• Strong analytical, data‑management and data‑presentation capabilities.
