Policy Reform Support Expert

About the role

The Policy Reform Support Expert will provide short‑term specialist assistance to the Local Infrastructure Support Programme (LISP) in Nepal. Working from Kathmandu with regular travel to Lumbini, the expert will translate programme learning into concrete policy reforms and institutional guidance to strengthen local and provincial government systems.

Key responsibilities

• Review existing legislation, policies, standards and operational procedures to identify reform opportunities.
• Develop policy recommendations, guidance notes, SOPs, templates and reform proposals based on implementation evidence.
• Support the Policy Engagement and Institutional Uptake Lead in designing and facilitating technical consultations, policy dialogues and working groups with government and development partners.
• Prepare high‑quality policy briefs, technical papers and documentation to inform decision‑making.
• Validate proposed reforms through stakeholder consultations and incorporate feedback.
• Document lessons learned, challenges and good practices for continuous improvement.
• Coordinate with the Evidence and Communication Expert to ensure policy products are evidence‑based and consistently communicated.

Required profile

• Minimum 10 years of experience in policy analysis, public sector reform or related fields.
• Demonstrated ability to work with government counterparts and development partners.
• Strong analytical and writing skills, with experience producing policy briefs and technical papers.
• Experience in facilitating consultations and stakeholder engagement.
• Willingness to travel regularly between Kathmandu and Lumbini.
