Road Engineering Expert (STTA)

About the role

The Road Engineering Expert (STTA) will provide demand‑driven technical assistance to local governments in Nepal, strengthening road sector systems and engineering practices. Working from Kathmandu with regular travel to Lumbini, the expert will lead mobile assignments, diagnose systemic challenges, and mentor local engineers.

Key responsibilities

• Lead mobile road engineering technical assistance assignments covering planning, design review, construction supervision, quality assurance, maintenance planning and asset management.
• Assess existing engineering systems and technical capacity, identifying practical improvement opportunities.
• Develop and initiate improvement plans with local government counterparts, providing coaching and establishing follow‑up arrangements.
• Direct and mentor Support Engineers, ensuring continuity of assistance after specialist missions.
• Generate technical learning, recommendations and contribute to programme‑wide institutional uptake.

Required profile

• Minimum 10 years (120 months) of experience in road engineering or related infrastructure sectors.
• Proven ability to lead demand‑led technical assistance missions and mentor engineering teams.
• Experience working with local or provincial government institutions, preferably in a development context.
• Strong analytical skills to diagnose system‑level challenges and devise practical solutions.
