Short-Term Expert Pool for Revenue Sector Reform in Nepal

About the role

Particip GmbH is creating a national pool of experienced Nepalese experts to support the GIZ‑funded Revenue Sector Reform for Sustainable Development (RSRSD) project in Nepal. The pool will provide on‑demand, short‑term technical assistance to the Ministry of Finance and Inland Revenue Department across a range of revenue policy and digitalisation topics.

Key responsibilities

• Deliver technical advisory services, policy support and institutional strengthening in tax administration, tax law, public financial management and digital government.
• Design and implement training programmes, capacity‑building activities and stakeholder engagement initiatives.
• Prepare analytical studies, technical guidance documents and support institutional reforms.
• Contribute to digital transformation projects, including e‑taxation and ICT solutions for public administration.

Required profile

• Master’s degree in ICT, law, taxation, accounting, economics, management, public finance or a related field.
• Minimum 10 years of professional experience in public‑sector advisory services or capacity development.
• At least 10 years of experience in one of the DRM/PFM sub‑fields listed (tax administration, tax policy, public financial management, digitalisation).
• Minimum 10 years of work experience in Nepal.
• Fluent written and spoken English (C2 level).
• Experience with government institutions and donor‑funded projects is highly desirable.
