Technical Manual and Guidance Development Expert

About the role

The Technical Manual and Guidance Development Expert will work within the Local Infrastructure Support Programme (LISP) to turn programme learning and government requirements into practical manuals, standard operating procedures and implementation tools. The role is based in Kathmandu with regular travel to Lumbini to support provincial‑level institutional uptake.

Key responsibilities

• Develop technical manuals, guidance notes, SOPs, templates, checklists and operational tools aligned with programme experience and government priorities.
• Review and update existing engineering guidance and implementation tools to incorporate lessons from demand‑led technical assistance.
• Pilot draft manuals with local governments, gather feedback and refine the resources.
• Ensure consistency across all technical resources and support programme knowledge management.
• Promote institutional uptake of manuals and tools across government systems.
• Engage with government technical agencies to support institutional reform and the development of engineering standards.

Required profile

• Minimum 10 years of experience in technical documentation, manual development or related fields.
• Proven ability to translate technical knowledge into clear, user‑friendly resources.
• Experience working with local or provincial government agencies, preferably in infrastructure or development contexts.
• Strong analytical skills and capacity to lead policy‑engagement dialogues.
