National Consultant for Nepal

About the role

The National Consultant for Nepal will support ESCAP’s Technical Cooperation Project aimed at strengthening transport policymakers’ capacity to use digital technologies for resilient and inclusive peri‑urban mobility. Working remotely under the supervision of the project officer and in coordination with the Regional Consultant and the National Focal Point, the consultant will help design and implement a local mobility plan.

Key responsibilities

• Coordinate the project inception meeting and fact‑finding mission in Kathmandu together with the Regional Consultant.
• Assist the Regional Consultant in establishing the Technical Advisory Group.
• Collect and analyse local data to support the assessment of resilient rural‑urban and active mobility plans using digital technologies (SUTI+).
• Provide data and analysis for the Just Transition assessment, focusing on labour‑force implications and women’s employment in digital mobility services.
• Support a national stakeholder consultation and capacity‑building workshop to identify challenges and enhance social inclusiveness.
• Initiate the development of a resilient, inclusive peri‑urban mobility plan enabled by digital platforms (MaaS, DRT, shared mobility) in collaboration with local authorities.

Required profile

• Experience in transport policy, urban mobility, or related fields, preferably in the Asia‑Pacific context.
• Proven ability to collect, manage and analyse transport‑related data.
• Familiarity with gender‑responsive approaches and inclusive planning.
• Strong stakeholder engagement and workshop facilitation skills.
• Ability to work independently and remotely, delivering high‑quality outputs on schedule.
