National Consultant – PPP for Mental Health & Psychosocial Support

About the role

The United Nations Population Fund (UNFPA) in Nepal seeks a National Consultant to lead the design and implementation of a Private‑Public Partnership (PPP) framework for Mental Health and Psychosocial Support (MHPSS). This short‑term consultancy will support the development of sustainable service delivery models that integrate public health resources with private sector expertise.

Key responsibilities

• Conduct a comprehensive assessment of existing MHPSS services and identify opportunities for PPP collaboration.
• Develop a detailed PPP strategy, including governance structures, financing mechanisms, and risk‑sharing arrangements.
• Engage with government ministries, NGOs, private providers, and donor agencies to secure commitments and align objectives.
• Prepare policy briefs, technical guidelines, and implementation plans for the PPP model.
• Support capacity‑building workshops for stakeholders on PPP principles and MHPSS delivery.

Required profile

• Master’s degree in public health, health policy, social sciences, or a related field.
• Minimum of five years of professional experience in health program design, PPP development, or psychosocial support initiatives.
• Demonstrated experience working with government bodies and private sector partners in a low‑resource setting.
• Strong analytical and report‑writing skills, with fluency in English.
