Government and Private Sector Advisor on Trade Facilitation

About the role

The Government and Private Sector Advisor on Trade Facilitation will support GIZ’s trade‑facilitation programme in Nepal. Based in Kathmandu, the advisor will provide technical expertise, coordinate public‑private dialogues and ensure the delivery of project activities within agreed timeframes and budgets.

Key responsibilities

• Provide technical support and advisory services on trade facilitation, including work‑plan definition and formation of project working groups.
• Moderate technical workshops, public‑private dialogues, working‑group meetings and related events.
• Draft quarterly activity plans, monitor implementation, and report progress to the project manager in Germany and the Nepal team.
• Organise workshops with customs, logistics providers, chambers and MSMEs to integrate private‑sector perspectives into reform design.
• Manage relationships with public and private actors, coordinate international consultants and ensure quality of deliverables.
• Maintain indicator registers, collect baseline and periodic data, and contribute to periodic reporting and certification processes.
• Prepare activity budgets, initiate procurement processes in line with GIZ rules, and verify contract compliance.
• Liaise with the Ministry of Finance, Ministry of Commerce and relevant line ministries, preparing policy notes and communication materials.

Required profile

• Minimum of 5 years (60 months) of relevant experience in trade facilitation, public‑private partnership or development project implementation.
• Strong knowledge of trade‑facilitation agreements, private‑sector engagement and policy dialogue.
• Proven ability to coordinate multi‑stakeholder workshops, manage consultants and produce high‑quality reports.
• Experience in budgeting, procurement procedures and monitoring & evaluation within development programmes.
