Humanitarian Affairs Officer – Flood Response, Rasuwa

About the role

The Humanitarian Affairs Officer, UNOCHA, is based in Rasuwa, Nepal, to support the humanitarian response to the floods affecting Rasuwa and surrounding areas. The role reinforces field-level coordination during the immediate response period, working with government authorities, UN agencies, NGOs, humanitarian partners and affected communities. It is operational and field-facing, with regular travel to affected communities, and reports to the RCO/OCHA Bidur Hub lead and the Resident Coordinator's Office Nepal.

Key responsibilities

• Provide a visible, sustained OCHA/RCO coordination presence in Rasuwa and other flood-affected areas, and facilitate coordination meetings with local authorities, UN agencies, NGOs and Red Cross/Red Crescent actors
• Promote complementarity among responders, support Accountability to Affected People (AAP) and safe, survivor-centred PSEA reporting and referral pathways
• Monitor conditions, needs, access constraints and risks through field visits, and contribute to inter-agency rapid assessments
• Produce situation updates, analysis and recommendations, and flag gaps and bottlenecks
• Support contingency planning and emergency preparedness, and promote protection, inclusion and accountability in response planning
• Maintain information exchange between responders and national/regional coordination structures, prepare meeting records and briefing notes, and track agreed actions
• Include women, persons with disabilities, older persons and marginalized groups in response decisions, and advocate for equitable assistance
