MEAL Officer – Monitoring, Evaluation, Accountability & Learning

About the role

The MEAL Officer will lead the design, implementation and continuous improvement of the Monitoring, Evaluation, Accountability and Learning (MEAL) system for the SAMBHAV JEEVAN project, which aims to improve eye and ear health services in Karnali Province. Reporting to the Project Manager, the role is based at the NNJS Project Office in Birendranagar and involves regular travel across the project’s catchment areas.

Key responsibilities

• Develop and maintain the project’s Monitoring, Evaluation and Learning (MEL) plan, updating it throughout the project cycle.
• Design, test and manage data‑collection tools (registers, screening forms, referral forms, complaint forms) ensuring data are disaggregated according to the Log Frame.
• Administer the project database, entering, cleaning and backing up data on camps, screenings, surgeries, referrals and trainings.
• Track progress against all Log Frame indicators, flagging any off‑track results early.
• Maintain and regularly update the project risk register.
• Produce timely MEAL‑related reports and ensure a functional feedback and complaints mechanism for communities, including persons with disabilities.

Required profile

• Minimum three years of experience in monitoring, evaluation, accountability or learning within health or development projects.
• Demonstrated ability to work independently and collaboratively with multidisciplinary teams.
• Strong analytical mindset with attention to detail and ability to manage large datasets.
• Excellent written and verbal communication skills in English.
