Programme Policy Officer – Agriculture & Value Chain (SCL9)

About the role

The Programme Policy Officer (Agriculture and Value Chain) will provide technical and operational support to WFP’s agriculture, livelihood and market‑focused programmes in Nepal. Working under the Thematic Lead for climate, resilience and livelihoods, the officer will help implement the Country Strategic Plan and contribute to climate‑resilient, nutrition‑sensitive agriculture and sustainable agribusiness for smallholder farmers.

Key responsibilities

• Support the implementation of WFP Nepal’s Country Strategic Plan, aligning programmes with national policies such as the Agricultural Development Strategy and Climate Change Policy.
• Research, analyse and synthesize technical and policy documents, trends and best practices related to climate‑smart agriculture, agribusiness and value‑chain development.
• Contribute to business development by designing project concepts, proposals and resource mobilisation for climate‑resilient agriculture and market‑linkage initiatives.
• Provide technical oversight and project‑management support to WFP staff, government technical assistance personnel and partners for projects such as the Rural Women’s Economic Empowerment Programme and Home‑Grown School Feeding.
• Coordinate strategic partnerships with the Ministry of Agriculture, Nepal Agriculture Research Council and private sector organisations, facilitating market‑driven linkages for smallholder producers.
• Lead capacity‑building assessments, develop training materials and guide field staff and partners in agribusiness planning and implementation.
• Support result‑based management, knowledge management and monitoring‑evaluation activities related to agribusiness and value‑chain outcomes.

Required profile

• Advanced university (Master’s) degree in agriculture, agricultural economics, agribusiness or a related field.
• At least three years of professional experience in agriculture value chains, market linkage, climate‑smart agriculture or related programme design and implementation.
• Demonstrated experience liaising with government partners and implementing agencies.
