Procurement Manager – Lead Supplier Management & Cost Optimization

About the role

Professional Holdings Limited (PHL) seeks a highly capable, ethical, commercially minded, result‑oriented Procurement Manager to lead and strengthen procurement, supplier management, sourcing and operational supply‑chain functions across PHL and its associated units. This role offers the chance to move beyond routine purchasing and take ownership of vendor relationships, cost optimisation, compliance, digital procurement and operational efficiency within a multi‑unit company.

Key responsibilities

• Develop and implement annual and periodic procurement plans; manage procurement of goods, services, equipment, technology and facilities ensuring timely, competitive, quality purchases.
• Conduct market research, identify reliable cost‑effective sources and obtain competitive quotations.
• Identify, evaluate, onboard and maintain qualified suppliers; maintain approved vendor database and evaluate performance on quality, price, delivery and compliance.
• Negotiate prices, payment terms, delivery schedules, warranties and service conditions; maintain professional ethical supplier relationships.
• Ensure procurement follows approved policies, procedures, delegated authorities and applicable laws; maintain transparency, fairness and value for money.
• Prepare comparative statements, procurement recommendations and process purchase requisitions and orders; coordinate with finance for invoice and payment verification.
• Identify cost‑reduction opportunities, monitor expenditure against budget and report measurable savings and efficiency improvements.
• Monitor stock levels, coordinate timely supply to academic units and work with stores, administration, finance and user departments.
• Support preparation, review and management of supplier contracts; track expiry, renewal and monitor contractual obligations and service levels.
• Maintain computerized procurement records, support electronic requisition and purchase‑order systems and use data to improve transparency and decision‑making.
• Identify and mitigate procurement and supply‑chain risks, ensure quality assurance and promote zero tolerance for unethical practices.
