National Project Officer – Shelter

About the role

The International Organization for Migration (IOM) seeks a National Project Officer to lead emergency, transitional and self‑recovery shelter interventions in flood‑affected districts of Nepal. Reporting to the Head of MECR and under the Chief of Mission, the officer will ensure technical quality and coordination of shelter activities during the response‑to‑recovery phase.

Key responsibilities

• Provide overall technical leadership for emergency, transitional and self‑recovery shelter interventions, ensuring compliance with government requirements and humanitarian standards.
• Oversee shelter design, specifications, and implementation, and guide field teams on hazard‑informed site selection and hazard‑resistant construction.
• Coordinate with government authorities, Shelter and CCCM Cluster partners, and donors to maintain technical quality, complementarity and reporting.
• Deliver training and orientation to field engineers, masons and contractors on shelter and settlement standards.
• Support technical reporting, assessments, project planning and resource mobilisation as required.

Required profile

• Bachelor’s degree in development studies, disaster management, social sciences or a related field.
• Minimum two years of professional experience in humanitarian settings, preferably with administrative and operational support.
• Fluency in English and Nepali (oral and written).

Required skills

• Strong knowledge of emergency, transitional and self‑recovery shelter and hazard‑resistant construction.
• Data quality assurance, results‑based management and technical reporting.
• Proficiency in Microsoft Office (Word, Excel, PowerPoint) and project‑management tools.
• Experience with AutoCAD, 3D Sketch and GIS is desirable.
