Policy Engagement and Institutional Uptake Lead

About the role

The Policy Engagement and Institutional Uptake Lead will steer the final learning‑to‑action phase of the Local Infrastructure Support Programme (LISP) in Nepal. Based in Kathmandu with regular travel to Lumbini, the role translates programme evidence into concrete policy actions and supports institutional change at federal, provincial and local levels.

Key responsibilities

• Develop and implement a focused policy and institutional uptake plan with measurable indicators.
• Identify entry points for small‑scale policy, procedural or practice changes.
• Convert technical findings into clear recommendations, policy briefs and guidance notes.
• Coordinate engagement with ministries (MoL, MCFA, GAD), provincial governments, local institutions, donors and civil society.
• Facilitate workshops, policy dialogues and stakeholder consultations.
• Track uptake opportunities, monitor stakeholder responses and report on progress.
• Contribute to programme reporting and knowledge sharing.

Required profile

• Minimum 10 years of experience in policy engagement, institutional development or government liaison, preferably in development contexts.
• Demonstrated experience working with federal, provincial and local authorities in Nepal or similar settings.
• Strong understanding of local infrastructure, gender‑responsive governance and climate‑resilient development.
• Excellent analytical, writing and facilitation skills.
• Ability to travel regularly within Nepal.
