About the role
The HR & Administration Manager will lead the integrated Human Resources and Administration function for both head office and project sites. This senior role oversees manpower planning, recruitment, payroll coordination, performance management, training, employee relations, labour compliance, and site administration across construction and infrastructure projects.
Key responsibilities
- Develop and implement HR and Administration policies, SOPs, systems and annual plans.
- Prepare and monitor head‑office and project‑wise manpower plans.
- Manage end‑to‑end recruitment, onboarding, induction and probation for engineers, supervisors, skilled and unskilled staff.
- Coordinate project manpower mobilization, demobilization, transfers and staff movements.
- Maintain accurate employee records, contracts, attendance, leave, training and performance documentation.
- Oversee attendance, leave, overtime, allowances, deductions and provide monthly payroll inputs to Finance.
- Implement performance appraisal, KPI, promotion, increment and probation review systems.
- Identify training needs and coordinate development programmes.
- Handle employee grievances, disciplinary matters and conflict resolution.
- Ensure compliance with Nepal labour and employment laws.
- Manage head‑office facilities, security, utilities, vendors and travel logistics.
- Supervise site administration including offices, accommodation/camps, transportation, security and welfare.
- Utilise HRIS/ERP/DMS for employee data, workflows and reporting.
- Prepare regular HR & Administration reports on manpower, recruitment, turnover, attendance, vacancies, training and compliance.
Required profile
- Bachelor’s degree in Human Resources, Business Administration, Management, Labour Relations or related field.
- MBA or Master’s in HRM/Management or relevant certification is a plus.
- 8–12+ years of HR and Administration experience, with 3–5 years in a managerial role.
- Strong background in construction, infrastructure, EPC, hydropower or other project‑based organisations.

- HRIS, ERP and Document Management System (DMS) proficiency.
- Payroll coordination and attendance management systems.
- Recruitment and onboarding processes.
- Performance appraisal and KPI management.
- Labour law compliance (Nepal).
