Consultant for Baseline Study – Youth Upliftment (UPLIFT)

About the role

The UPLIFT project seeks a qualified consultant to lead a comprehensive baseline study on youth upliftment in Surkhet. The study will inform interventions that promote green jobs, digital readiness, and entrepreneurship among adolescents and youth.

Key responsibilities

• Design and implement the baseline study methodology, integrating the Household Economy Approach (HEA) and Market‑Based Approaches (MBA).
• Collect quantitative and qualitative data from 1,359 target adolescents, youth, and persons with disabilities.
• Analyse data to assess current skills, market readiness, and inclusion gaps.
• Produce a detailed baseline report with actionable recommendations for project implementation.
• Ensure gender equality, disability inclusion, climate resilience, and safeguarding are embedded throughout the research process.

Required profile

• Proven experience conducting baseline or impact studies in youth development, livelihood or education programmes.
• Familiarity with HEA, MBA, and inclusive research methodologies.
• Strong understanding of green jobs, digital innovation, and entrepreneurship ecosystems.
• Ability to work with diverse stakeholder groups, including NGOs, private sector partners, and marginalized communities.
